SIERRA COUNTY RESOURCES GUIDE

HOUSING REHABILITATION PROGRAM 
The purpose of the City’s Housing Rehabilitation program is to: 

  • Preserve housing occupied by low-income families 
  • Correct home health and safety problems 
  • Help revitalize neighborhoods 
 
Due to limited resources, the City does not offer any formal housing rehabilitation funding and relies on larger partner agencies to provide programs.  This webpage is updated periodically to reference any programs available to Loyalton residents to help improve the condition of the housing stock. 
 
USDA Program: Currently, the United States Department of Agriculture offers low interest loans and to some grants, to qualifying homeowners in Loyalton to provide for repairs and to modernize their homes and remove health and safety hazards.  Those that qualify for funding under this program requires folks to: 
 
  • Be the homeowner and occupy the house 
  • Be unable to obtain affordable credit elsewhere 
  • Have a family income within the very-low-income limit 
  • For grants, be age 62 or older 
 
Funding: 
  • Maximum loan is $40,000 
  • Maximum grant is $10,000 
  • Loans and grants can be combined for up to $50,000 in assistance 
 
Terms: 
  • Loans are termed for 20 years 
  • Loan interest rate is fixed at 1% 
  • Full title service is required if the total outstanding balance on Section 504 loans is greater than $25,000 
  • Grants have a lifetime limit of $10,000 
  • Grants must be repaid if the property is sold in less than 3 years

ENERGY CONSERVATION 
The City of Loyalton encourages energy conservation through several programs available to residents and some businesses.  These programs are outlined in the Plumas County Community Development Commission’s Website at:

Fair Housing Act

The Fair Housing Act of 1988 was adopted to safeguard against illegal housing discrimination. The Law protects a person's right to own, sell, purchase, or rent housing of his or her choice without fear of unlawful discrimination.
  • The City of Loyalton does business in accordance with the Federal Fair Housing Law.
  • Fair housing is the umbrella term for laws and regulations that prohibit discrimination in the rental or sale of housing or in the provision of housing-related services.
  • The goal of fair housing laws is to create housing markets that are free of discrimination.
  • Fair housing laws ensure that you will not be prevented from choosing where you want to live because of illegal discrimination.
  • Fair Housing laws protect you in many aspects of securing housing including advertising, mortgage lending, home insurance, rental applications and most interactions between landlords or property managers and tenants.
  • Fair housing laws ensure that people with similar incomes in the same housing market have a similar range of choices available to them regardless of race, color, ancestry, national origin, religion, sex, disability, marital status, familial status, source of income, sexual orientation, age or any other arbitrary factor.
